The Canadian Dental Care Plan is a federal program designed to reduce financial barriers to oral health care for eligible Canadian residents.
The CDCP is not a traditional private dental insurance plan. It helps pay for eligible oral health services according to the plan’s established fees, coverage rules, frequency limits, and your individual co-payment level.
Sun Life administers dental claims under the CDCP on behalf of the Government of Canada.
Who Qualifies for the Canadian Dental Care Plan?
To qualify for the CDCP, you must meet the eligibility requirements established by the Government of Canada.
Currently, applicants must:
- Not have access to private dental insurance or coverage
- Have filed their Canadian tax return for the applicable year
- Have an adjusted family net income of less than $90,000
- Be a Canadian resident for tax purposes
If you have a spouse or common-law partner, their information may also be considered when determining eligibility.
Having dental coverage through certain provincial, territorial, or federal government social programs does not necessarily prevent you from qualifying for the CDCP. In some situations, coverage may be coordinated between programs.
Eligibility requirements can change, and CDCP members must renew their coverage each year. Visit the Government of Canada’s official CDCP website for current eligibility and application information.
What Dental Services Does the CDCP Cover?
The CDCP can help pay for a wide range of oral health services when they are recommended by an oral health provider and meet the plan’s coverage requirements.
Depending on your needs and eligibility, covered services may include areas such as:
Diagnostic Services
These can include dental examinations and X-rays used to assess your teeth, gums, and overall oral health.
Preventive Services
Preventive coverage may include services such as dental cleanings, fluoride treatments, and dental sealants.
Restorative Services
Certain treatments used to repair damaged or decayed teeth, including permanent fillings, may be eligible for coverage.
Endodontic Services
Certain treatments involving the inside of a tooth, including eligible root canal procedures, may be covered.
Periodontal Services
The CDCP includes coverage for certain services used to prevent and treat conditions affecting the gums and supporting structures of the teeth.
Other Dental Services
The CDCP may also provide coverage for certain prosthodontic, oral surgery, anesthesia, and other dental services.
Not every dental procedure is covered, and some services require preauthorization before treatment. Coverage may also be subject to frequency limits and other plan requirements.
Does the CDCP Cover 100% of Dental Costs?
Not necessarily.
The amount the CDCP pays depends partly on your adjusted family net income and the CDCP-established fee for the service.
Under the current program:
- Adjusted family net income below $70,000: CDCP may cover 100% of eligible costs at the CDCP-established fees.
- $70,000–$79,999: CDCP may cover 60% of eligible costs at the CDCP-established fees, leaving a 40% co-payment.
- $80,000–$89,999: CDCP may cover 40% of eligible costs at the CDCP-established fees, leaving a 60% co-payment.
Even if the CDCP covers 100% of its established fee, that does not necessarily mean your appointment will have no out-of-pocket cost.
Dental offices may charge fees that differ from the fees established by the CDCP. You may be responsible for the difference, as well as the cost of services that are not covered by the plan.
Before treatment begins, ask your dental office about your expected coverage and any amount you may need to pay.
